As @toastet mentioned before it is an early 2000s frame. Later the cables have not been on the right side of the top tube. So back then there were no 29" bikes or wheels. The frame is a classic 26" frame for rim- and disc brakes. Obviously there's enough space to fit 28" wheels but it has not been constructed for such big wheels.
Hot Chili later did custom (Zymotic) frames also for 28" rim brake (or disc only) wheels but even these frames have not been corrected for the bigger wheels, they just had differently positioned cantilever bolts. They still offer these frames, but several details are a bit different than your frame.
They also do custom constructions of 29" (Zymotic) frames, which look totally different and in my opinion lack of the typical Hot Chili spirit. If you scroll through this thread, I think you might find 2 or 3 of these bikes/frames.
